EX Decks to make into competitive decks??

I’m 30 trying to get into playing Pokemon. I’ve been playing live and pocket lately. I’ve been seeing EX decks around my area and i was wondering am i able to purchase an EX Deck and build with it to make it more competitive?

Build a battle decks are pretty good to start off with and they give you a level of diffuctly for the deck on the box, it's the way I started out, now I make my own!
