Is retreating a Dragapult attached with luminous energy and rescue board, cost an energy?

Hello,
I played a test match in PTCGL.
There, I played a Dragapult which was attached with luminous energy, fire energy, and rescue board. When I tried to retreat it, the game asked me to discard 1 energy.
I thought, since Dragapult only requires 1 energy to retreat, such retreat should be free since rescue board cuts the retreat cost by 1 energy.
Do I miss anything, or is this a bug?

Most likely Jamming Tower Stadium was in play, it negates the effects of all Pokémon Tools attached to both players' Pokemon... so Rescue Board had no effect.
