Can i use more than one language in my deck?

Im Portuguese so i have some cards that are in portuguese, can i use them in official tournaments? My deck is mostly composed with english cards, i just have some that are in portuguese is that ok?

    Players who wish to compete in a Pokémon TCG event, including the International Championships, are allowed to use English-language cards, as well as cards from their home market in languages other than English.

    It's recommended that all cards you are using are in English or your language.

    The home market is where the tournament is taking place (not where the player lives) if it's not international, and where the player lives if it is international if I'm correct? So if it's a national or smaller tournament, they can only use English cards or cards from the language in the country they're playing in? And if it's international, they can use English cards and cards in the language that they're from?

    So the only way they could use Portuguese cards is if they're playing in a country where Portuguese is the language, or if they're playing in an international tournament and they live in a Portuguese country? They would not be able to use Portuguese cards in an American local tournament for example, even if they're from a Portuguese country, and they could not use them in an international tournament if they're living outside a Portuguese country if I'm correct?
