Team Rocket Grunts' Pokémon as fightable NPCs for retconned continuity from Pokémon main games? Why?

I have thought that the following Pokémon that the Team Rocket Grunts have usally used in core video games, Pokémon, Red, Blue, Yellow, Gold, Silver, FireRed, LeafGreen, HeartGold and SoulSilver Versions, have included Rattata, Raticate, Ekans, Arbok, Sandshrew, Sandslash, Zubat, Golbat, Crobat, Grimer, Muk, Drowzee, Hypno, Cubone, Marowak, Koffing and Weezing. So, by the way do you think I can include them as available Pokémon to use or fightable NPC opponents used only by Team Rocket Grunts for fightable NPC opponents in retconned continuity from Pokémon mainline video games? Why? Please let me know, thanks.😉
