Does Kieran work on Sinistcha spill the tea?

Does the second effect of Kieran where it does and additional 30 damage to the opponent's active ex pokemon not apply to the spill the tea attack of sinistcha from TWM #22. When I play that combo it only does the base damage of the attack (70, 140, or 210) and no additional damage from Kieran to an active ex pokemon
