Any specific reason why I can't pull the full art Pawmot promo card? I've completed all 4 tiers 5 times each, 20 wins total.

daaaang. took me a while to get the pawmot too. i just kept grinding on beginner cause thats the easiest and fastest way. not sure why it took that long ._.
