Is ranked matchmaking broken?

Random question, I've had a pretty tough couple of days match wise with a 7 straight losing streak.

I was on a 14 win streak prior then suddenly instead of getting matched to people around my ranking (5-600) I was getting paired with players of 1700 ranking plus?

Are there just not many people playing?
