Will there ever be a way to create custom game modes?

I genuinely hate having to play against people who absolutely stack their desks with EX or V cards, it takes away a lot of the fun of the game for me because once they start stacking those up, it’s impossible to win. I just think the game would be a lot more fun if there was a limit to how many cards a player can have in their decks or just straight up have a game mode that bans those cards, because the game just isn’t fun right now. It takes away all the strategy and what makes the game fun in person.

Your approach to solve this issue is fundamentally wrong.
Play rules should be same for PTCGL as they are for standard PTCG. They shouldn't resolve this by bending and modifying rule-set for PTCGL.
They should resolve this by adding hidden "evaluation" number to each card based on viability and efficiency in play, and modify matchmaking to place two players in match only if their selected deck "efficiency evaluation" is roughly the same.
Otherwise there is no point of having novice theme decks like Apmharos/Lucario, or any other subsequent Play Level 1 ex Battle Deck available by redeeming code or purchasing for trainer points in bundles, when you are always placed against whatever near-meta that people play with in casual matchmaking even if you are using novice player starter deck.
If you prefer to play with modified rules and 1/3 deck, where other cards besides ex and VSTAR are more viable to play, I would suggest to try PTCG Pocket.
