Question About Wobbuffet V "Gritty Comeback"

Hello! I just battled a deck with Wobbuffet V in it versus my Decidueye deck. I was just curious if anyone could explain the reasoning why Wobbuffet V's Gritty Comeback can hit Decidueye?

Gritty Comeback's description reads: "Switch all damage counters on this Pokemon with those on your opponent's Active Pokemon."

Understandable, but isn't Gritty Comeback still technically an attack and thus shouldn't hit through Decidueye's Deep Forest Camo ability? There were no cards in play that specified to ignore Pokemon abilities and this isn't the same situation I ran into versus Regidrago where the player copied an attack that said to ignore Pokemon abilities.

    Damage is a effect not a attack. So it gets thru the ability that blocks attacks. Different mechanics.
