Why are the English pull rates so much worse

What happened to pull rates? Did the cards get stolen off the printer again? For reference Terastal Festival has guaranteed sir per box so that amounts to 1 in 10 but the English equivalent set Prismatic Evolutions has pull rates of 1 in 45 packs or 1 in 75 if you exclude god packs. Why?!?!?!
