Should unpopular, obscure and unheard of Pokémon be back in the Pokémon reboot franchise? Why?

Pokémon species sometimes have lacked, lost or declined in popularity, faded into obscurity and/or become unheard of in the Pokémon original video game franchise due to various reasons, i.e. weak base stats, and/or poor designs. Please let me know whether or not any of them shlould be back in the reboot franchise.😉
