[BUG] Bloodmoon Ursaluna + reversal energy, cannot attack while down prize cards

Hi,

I'm still quite new to the tcg so it is very possible there is a mistake in my understanding, but I've noticed in many games now that there seems to be an issue with the game logic for Bloodmoon Ursaluna (025/064) + reversal energy.

While down by 4 prize cards, I wanted to use mad bite with a single reversal energy energy attached. This move requires two fighting and one of any energy. The reversal energy stipulates

As long as this card is attached to a Pokémon, it provides Colorless Energy.

If you have more Prize cards remaining than your opponent, and if this card is attached to an Evolution Pokémon that doesn’t have a Rule Box (Pokémon ex, Pokémon V, etc. have Rule Boxes), this card provides every type of Energy but provides only 3 Energy at a time.

".

I can't for the life of me figure out why the game logic would break in this case, but there were no pokemon or stadium's in play that had effects changing the requirements for attacks.

If someone could look into this it would be great. Baby Bloodmoon Ursaluna is one of my favourite cards so I'd like to be able to use them, but the frustration of this is deterring me.

P.S. I've also noticed some jankness with Luminous Energy and Bloodmoon as well, so I assume it's probably something about the application logic for Ursaluna.

    Reversal Energy: "…if this card is attached to an Evolution Pokemon…"

    Bloodmoon Ursaluna: it's a basic not an evolution Pokemon… so Reversal Energy doesn't provide every type of Energy bla bla…
