Venomoth 0 damage

I was playing a game with a deck where I used Venomoth of SV 151, but there was a moment where its attack "Perplexing Powder" did 0 damage, it kept confusing and blocking the objects, but it didn't do any damage, this error continued even if I changed to another Venomoth or another Pokemon.
