(Legends Arceus) How do the Galaxy Team rope Pokeballs work?

You know the Pokeballs some members of the Galaxy team have tied to their waist by a sizeable rope? How do those work? Do the holes left in the ball not allow the Pokemon to escape? The only possibilities on how they throw the ball would be to take the whole rope and throw the ball as is, or untie the Pokeball from their waste, leaving two sizeable holes in the Pokeball before sending them out? It seems like hypothetically the holes left by the rope wouldn't let the Pokemon out, but I am not sure.

Maybe the Pokemon could escape from the holes if they wanted to, but don't out of politeness.
