Can I make a deck with only one ex or v?

I'm trying to make a deck with an ex, since I'm new to playing the Pokémon tcg.

I know how to play the game, but would like to make "meta" deck and I also don't really know what classifies as "meta".

Please tell me what is "meta" and I can actually make.

    I already point you out in your other thread the decks that have 2 or 1 copies of ex Pokemon…

    About the meta decks, it consists of decks that are currently popular (most played) and expected to show up in large numbers in tournaments or similar competitive events.
