Why do you think the writers refused to let Ash's Buizel evolve?

Say, start from Pokémon Diamond and Pearl anime series, Dawn has caught Buizel, the reason she has traded Buizel away to Ash for his Aipom is because Buizel and Aipom had a very difficult time focusing in their own battles. However, unfortunately, from throughout his original main TV anime history, the writers refuse to let Ash's Buizel evolve by the end of Ash's final episode, The Rainbow and the Pokémon Master! Right, now I wonder why you think?

    I think it's purely because the artists have memory of making buizel and floatzel isn't enough different(sorry bad English) to be interesting.

    Same reason why they won't let Oshawott/Snivy/Pikachu/Piplup evolve….marketing
