Is there something that Nintendo/Gamefreak straight up say about data mining for guide making purposes? Do they live in harmony with dataminers or is it like they forbid it but don't do anything about it?

If I were a member of Nintendo/Gamefreak, I would set dataminers up with a fake data while I keep the main data under lock and key. Besides, I would say datamining is forbidden.
