Evolution From Magikarp to Gyrados

During the last panic-parade battle in which I partook with my Gyrados, I wasn't able to get him to evolve for the first 5 waves, which resulted in our being of almost no help to our team.

Could the number of levels required for Magicarp's evolution to Gyrados not be reduced?

I could continue to play my other Pokémon, but Gyrados is one of my favourites and I'd like to play him often also.

the evolution is not level based, it's a bar that largely fills up based on actions like fighting enemy players and scoring goals, of which there are none in panic parade.
