How about Red's Eevee from the manga… though I guess that one was practically tortured by Team Rocket in order for it to gain its ability to, for a time, take the form of one of its evolutions (specifically the Kanto ones), so maybe not.

shoot can I change my answer to jirachi no matter how fun espurr will be with its play with with its psychic powers but jirachi I could wish for every pokemon wish for pokemon merch and wish for the ability to understand and read Japanese since I want to go to Japan so bad
