Adding Iron Thorns ex would help in those 2 matchups, maybe a Super Rod too and I would replace the ACE SPEC Hero's Cape by Prime Catcher.

All of DoubleCure's advice is helpful. If you really want to win those two matchups specifically, you should add another TM Devo. This is great for these matchups, as you can try to make sure that the opponent can't get their Zards or Baxcaliburs out.
