According to the Japanese, it's アルセウス (aa-ru-se-ou-su), so the soft "c" pronunciation would be correct. And I tend to go with the native language of the source material for pronunciations.
Plus that pronunciation is more amusing to mature, sensible adults, such as myself.
However, the RKS of Type: Null is implied to relate to Arceus and suggests a hard 'c' reading.
Depending on the root word one interprets for it (arc, deus, Zeus, etc) it could be either.
So in short, I think the only logical thing to do is compromise and call him "Squiggly Jim".

You don't unless you know how the person you're talking to pronounces it. If they use a different pronunciation than you and you say yours regardless (or you're saying it on the internet), it will start arguments. Just say "the llama" or something. Oh wait, some people will start saying it's not a llama and that'd lead to more stupid arguments.
The correct answer is simply don't.
