Fix for Error 10099?

Live was working on my PC just fine the other day until a power surge hit and now whenever I try to login on that specific computer I get error code 10099. I've uninstalled and reinstalled the game, reset the app authorization through my trainer club account, checked firewall status. I'm at a loss and extremely frustrated.
