Strat: Tidy up then tera normal and sweep with population bomb and aerial ace for annihilate.

Set up or sweep with leaf storm

Bulk up, substitute, rage fist, drain punch.
Substitute then bulk up as much as possible use drain punch for effectiveness and healing and if you get hit 4 times, rage fist can get up to 200 base power and default to rage fist.

there's a lot of different pokemon you can use, but honestly the specific pokemon matter less than making sure your team is cohesive - everyone should cover for something the rest of the team can't, everyone should flow together and not be stepping on each other's toes (for example, don't set up psychic terrain if you plan on spamming extreme speed). the smogon website can be a great place to find strategies and tips for using or countering a lot of different pokemon.
to answer your question more directly, though, some of the strongest pokemon in the current metagame are Calyrex, Miraidon, Koraidon, Kyogre, Groudon, and Terapagos. some of the best pokemon that aren't restricted are Incineroar, Rillaboom, Flutter Mane, Urshifu, Chi-Yu, and Amoonguss.
