Why is ptcgl not supported on Pixel 4?

I own a pixel 4 XL phone. I recently updated it to Android 13 to see if that was an issue. But it wasn't, I still can't download it... I just want to ask why? Is there a particular reason this device is not supported? I just want to know the issue to see if there is anything I could do on my phone ( besides rooting another device and transferring it over. ) To be able to download the ptcgl beta?
