Two reasons. The first is that it's free. The second is that it's easy to play. Also, there's a difference between what's good in BO1 and BO3.2 -

The logic of current Gardevoir decks is to play passively turns 1-2 and use Gardevoir CRE to catch up on the prize race. Without Garde CRE I don't think there's a way for the deck to deal 3…1 -
