It can happen on anything you select during the effect of a card (Colress, Vessel, Boss, ...) It has been present since the beginning of the game and has yet not been issued. It's the Select Bug2 -

Energy Sticker is from a special expansion (151) and cards from special expansion have a high probably to bug (search bug and floating bug) Sadly, Energy Sticker is exclusive to 151 set, so you can&#…1 -
