The physical evolutions cards are legal in the physical expanded format. They are not currently available to use in tcg live, but there are plans to make them functional sometime in the future.1 -

Re: Battle cage not stopping damage from opponent’s bench
Battle cage says it stops damage counter being placed by effects from the opponent's pokemon. A player can still put damage counters on their own pokemon, because they are not their opponent.2
