this is not a bug it is doing what is supposed to weaknesses does not apply to benched Pokemon and only apply to the active pokemon1 -

I mean they are shuffled but like all shuffling goes there is still a small chance all the cards are in the same position plus it’s also not that rare to have a single card in its original position2 -
