I got it, too! There's another NPC that when you beat her she gives you the items to evolve it! Also, I don't know when she appears, but there will be a woman in front of Q HQ that will trade you an Alolan Raichu

You use the items the girl gives you. It doesn't require trade. It works like a stone. Also, great job for getting to B!

I tried using the toggle feature to see if my apostrophes would turn into weird symbols like Clasingla's, but it looks like everything else broke instead.
