Attacks that move damage counters are still an attack?
Cresselia's Moonglow reverse cost one energy to use, isn't it an attack? That is the phase it's used No stadium in play. Ambipom's Primate dexterity says if any damage caused by an attack... it does not flip a coin to block the damage. Bug?
