At least Celebi requires the opponent to evolve Snivy and attach a couple of energy before it can be reliably effective, although the opponent might get lucky anyway.

But Misty is pure random chance, and sometimes an opponent can be handed an overwhelming advantage on turn 1 with no effort on their part. Coupled with the ability to attack the first turn, it becomes a swingy card that can lock you out of the game or even win it before you get to make a single play.
