By "rainbow" you mean Stellar? If so yes, it's not even a question, 9 Stellar Pokemon are confirmed to be coming in the next set Surging Sparks.

Yes
I'm talking about "rainbow" cards that are numbered "outside" (for example: Charizard VSTAR (Brilliant Stars 174/172)).

No, Pokemon said that they weren’t doing that anymore due to a lack of interest in them.

Rainbow Rares were known for the poor design that made it hard to see the art. If you look at a Rainbow and its alt art counterpart, the Rainbow makes the Pokémon or Trainer almost invisible since there is no contrast to the colors. Add in that rainbow colors sometimes detracted from the design of the art and you see why the Rainbows got axed for the gold Hyper Rares. Scarlet and Violet Hyper Rares still incorporate the colors of the art on top of the gold so that the subject is still contrasting. Secret Rare cards of all kinds are much better in SV then in Sword and Shield IMO.

I believe it was already confirmed for next set, however I'd like to see them continue further into the future. The rainbow border looks quite lovely! :D
