Pokémon are potentially sapient creatures, can call lightning, shoot laser beams and, in the case of legendaries, manipulate the elements, time, space and the universe itself.
Lions are large cats with mundane abilities that sleep most of the day.
Why is this a question?

"But the lions can make a huge tower or tank or.." Yeah, because lions are known to cooperate in gigantic groups. And perfectly know what the others want to make and all 1B agree with it, along with be able to make it despite probably not being intelligent enough to do so. /sarcasm
And let's say they build a tower, the ones at the top won't be able to breathe, while the weight would crush the ones at the bottom.
And whether you use game, anime, dex, or whatever logic, they still win. The lions can't withstand a surf during rain with multiple helping hand from Primal Kyogre, Magcargo's heat, or Arceus.
