He wanted to eliminate most the world because there were too many and all of them were naturally greedy, leading to wars, arguments, and stupid deaths over little things.
And Team Flare's goal with taking over the Poke Ball factory was not to get themselves Poke Balls, it was to stop everyone else from getting any. Still kind of weird though.

I think the only time "misunderstood" villains work is when their motives are good but the actions aren't.

The majority of the time, the "misunderstood" one is committing straight evil and just because there are emotions behind it, it's "justified" or "understandable." - and this is like the most overused character type EVER.

I think a REAL misunderstood villain should be somebody with actually good motives but isn't great at carrying it out. It comes off as way more original and it could be REALLY interesting because it naturally develops plot twists on its own.

The sad thing is I never see the thing you're saying is overused

    Seriously, I haven't

But I just want a guy that's like

"I'm doing good for the world. You guys see me as a villain because you don't have the guts to take the actions necessary for change"

Said as they blow up all of France
