Agree with Evee, but an alternate suggestion: Tinkaton. Imagine the official Pokémon mascot just casually walking around with a giant homemade hammer, ready to yeet any problem (or Trainer) into next week. Marketing would be chaotic, the plushies would be dangerous, and every official event would need a “please do not let Tinkaton near the merchandise table” sign.
Pikachu is cute. Tinkaton is a menace with style. Perfect upgrade.
(Also accepting applications for Joltik as the official “tiny electric gremlin” co-mascot.)

my second favorite Pokemon, sableye. (Yes yes I know another adorable dark type gremlin that has odd eating habits. I LIKE THEM, OK! )

I am sure we are familiar with the apocryphal story that Clefairy was originally intended to be Ash's partner and the face of the franchise, but was changed to Pikachu late in development. It was still the case in one of the official manga.
I like Clefairy, but I don't think it would have been a good choice for a mascot. I don't think boys would have liked it and I actually think it looks too weird to broadly appeal to girls. Especially for the 90s.
If it were based on popularity in the current day, I am guessing something like Eevee or Charizard. Mewtwo would also be a strong pick. If we're really expanding past gen 1 (so Pokémon doesn't have a mascot in the preceeding years, I guess?) Piplup would probably be a solid choice.
I kind of feel Lucario was somewhat being positioned to be this in the gen 3 days, and while it is a popular Pokémon, it's just not popular enough to be the mascot. Plus I think the mascot has to be cute to appeal to the non-game focused side of the audience.
Gardevoir has a really strong fanbase, but I don't think Game Freak or Nintendo want to acknowledge them. They'll just throw them the odd life-sized plush now and then.
So yes, I would probably say Eevee or Piplup would probably be the best positioned to replace Pikachu.
