You could do Zygarde at 10% but you can't unleash its full potential until later in the game
Any Legendary or Mythical will be at a basic level of power until we get to a later point in the game when they can achieve their full strength
Each one would unlock it differently
But Legendaries and Mythicals in the wild are op

I wasn't planning on picking a Mythical or Legendary. My thought was Alolan Vulpix because I'm loyal to a fault. If I had to pick a dog Pokemon, id probably do Growlithe line for old times sake.
