Charmander Line
I'm basing my vote purely on a Generation one lense. Squirtle has heavy water type competition to the point that it's outclassed by Gyarados(which you can get as early as route 3 with persistent grinding), Vaporeon(110 special with that bulk… granted after Rock Tunnel where it'd thrive but still has use after that), Tentacruel(120 special with the speed too!? Shame its weak to Psychic), Starmie(see Psychic dominance) and Lapras(is gifted late but if you know Gen 1 like I do, you can obtain it earlier 😇). Cloyster and Slowbro are also pretty good options.
Venusaur's saving grace is the Toxic + Leech Seed combo. Only one other Pokemon can even utilize it and it can't hit with Toxic as effectively since it's not a Poison type. Yet it's that typing that does hurt Venusaur(Psychic dominance) along with the fact that Electric does just as well against Water types.
The reason I picked Charizard or Charmander, albeit reluctantly, is because Fire types are really bad in Gen 1, and Charmander's movepool isn't that bad. It learns Fly(Yellow only) and learns Flamethrower reasonably early(level 38 as a Charmander...). My favorite or Vulpix is still the Queen at level 35 though with a better special as Ninetales but has a terrible coverage movepool(basically is Fire type or bust).
Post Gen 1, it's difficult to say but I'd likely lean slightly towards Venusaur due to the fact it counters Fairy types.

Charmander Line
I'd also like to mention Metal Claw for Charmander, making it good against Brock
Granted, it is weak against Misty, but then it can learn Dig against Lt Surge
Fire and Flying are amazing against Erica
Nothing against Gen 1 Sabrina...
I can't remember which but I'm pretty sure it has a Rock type attack against Blaze (if not it is still good since it has good effective moves to go against Blaze)
And then immune to Giovanni's Ground
Although Fire is strong against Ice, the Elite 4 woman also has Water...
Flying against Fighting for Bruno (but didn't he have an Onyx? I could be wrong, though...)
Agatha is a tough one...
I don't think Gen 1 Charizard has anything on the old woman
And then can learn Dragon type attacks against Lance but the Aerodactyl may be an issue (if raised right I'm sure your Charizard could beat Lance's)
I'm not sure what Blue's team is, though
But another thing, something you've already mentioned, is Charizard has a wide variety of attacks, especially with TMs

Bulbasaur line
i would like to add that in gen 1, Charizard can also learn earthquake and dig to deal with giovanni’s partially poison/rock pokemon. the only one of his pokemon that charizard can’t land a super effective move on is dugtrio.
for some reason, giovanni’s only two ground moves are dig and fissure, which isn’t too surprising for gen 1. giovanni hates earthquake.

Charmander Line
That's why I said it's coverage movepool isn't that bad but if we are basing it purely on Fire type, it's beaten by Ninetales(15 more points into Special with equivalent Speed). Also Yellow version is different from RB. Has all three ground moves(Dig, Fissure and Earthquak) + Sand Attack(which is also Ground) on Dugtrio. Charizard maybe immune to Ground but he's x4 Rock and x2 Electric(which Giovanni has).
As for the E4, Lorelei has the edge with Water but takes neutral damage from Fire thanks to Ice(I use a Fire type explicitly for her Jynx). @Hades0918 Bruno has two Onix in RBY, forget what he has in FRLG and his Hitmonchan has Elemental punches(which with putrid Special means it doesn't do much). Agatha is Ghost/Poison and in Gen 1 can be rolled by a Ground type(no Levitate). As for Lance, Fire has struggled against Dragon but he does get Dragon Claw(no STAB) to use against them.

Charmander Line
Charmander for the whole line, because I love the growth and change, but if we’re just saying bulbasaur or ivysaur or venusaur separately, I love them. But I feel like the line is a bit disappointing change-wise. I love them all, really. But for evolution i like the chars.
