One, it's likely behave like Cute Charm as it's based on a roll or luck. Enrapture is guaranteed like Attract if it hits. Two, it may not work in all scenarios/Environments. Still.. getting it for free is a nice boost because Enrapture requires a Spellcast roll(using your Finesse trait that you have +0). The Claws perk plays into your trait distribution because you opted for +2 Agility and frankly could be given to Meowth and other Cat Pokemon(like Litten). That and if you had Rain of Blades spell, the claws perk would enable bonus damage to at least one target.

Rain of Blades is a pretty wicked level 1 spell. It hits all targets within Very Close Range(3 squares) and targets you succeed against(aka hit) deals D8 +2 Magic Damage based on your Proficiency(hence it scales over the course of the Campaign. Would deal D8 +2 to start going as high as 6D8 +2, perhaps more if you can bump Proficiency higher). Any target that is vulnerable takes extra D8 damage.
The Claws perk would enable you to get that extra damage against one target. You don't have to use it but it's one spell I considered using(I just like Arcana domain more).

Budew only takes third because, as you've stated, Kabuto ain't there for looks
However, our final evolutions are a different story

But then there at no more "cute" Pokémon
Alolan Ninetales is majestic
Roserade is awesome
Kabutops is sick (the cool way)

Another reason I didn't pick Rain of Blades is because it consumes a Hope to use. Unleash Chaos may only hit one target but scales on Spellcast Trait(starting at 2D10 thanks to +2 on Instinct and going as high as +5 or 5D10 if I upgrade it each Tier. I can boost it further with Elemental Mastery and a level 7 Arcana card too) and I can replenish or use that spell by marking a Stress(hence why I start with a Stamina Potion). Meaning if I'm really bad on the Duality Dice I can get more mileage out of Unleash Chaos, albeit without the AoE Rain of Blades yields. Plus I have to be within Very Close Range while Unleash Chaos can hit Far(12 squares) or the same range of my Dualstaff. Given I don't want to be hit, that's another reason.
