Another community was just discussing this, but…
Does the Pokémon Trading Card Game take place in the real world, or does it take place in the Pokémon world? If the latter, then the Game Boy game satisfies your ask.

I used to play until they implemented the license points system. But yes, I enjoyed it a lot.

It would be interesting from a world building perspective to see how non-trainers live their lives. So much of the Pokémon games focuses on interactions with Pokémon.
But it does beg the question why you are playing a Pokémon game if you don't want Pokémon? At that point why not just play something else? And it would sort of feel like an episode of the Flintstones in which Fred never interacted with prehistoric society or any of their rock/dinosaur based technology.
That said, I think Pokopia does hint at the potential to build beyond the standard game narrative and loop established in gen 1. There is a lot of interesting lore and technology that is just handwaved to facilitate the Pokémon game mechanics and narrative. It probably wouldn't have the same appeal or audience as the main series games, but I think there would be a portion of the fanbase that would like to give it a try.
I could see a game running a Pokémon Center might be fun. Or a researcher researching something other than Pokémon, or at least Pokémon adjacent.

I mean that the lore and atmosphere of the world is interesting, and I want to see it used in other ways, I think Pokopia is good for that since the game is not really about the Pokemon at all.
