Because Mewtwo was supposed to be the most powerful Pokémon, however it is impossible to have more power than God itself!
So I made Arceus the Principal (most powerful) and Mewtwo Vice (second most powerful)

Oh yeah I forgot Arceus was principal… now I feel weird for having characters saying stuff like 'Arceusdangit' and 'oh my ARCEUS!'
