Yes, with Temple of Sinnoh in play the Double Turbo Energy count as only one Colorless Energy and loses the effects so no longer reduces the attacks by 20.
Just one example to clarify with Temple of Sinnoh in play if you have lets say 3 Double Turbo Energy attached to a Pokémon it will count as 3 colorless energies instead of 6 and will not have any reduction on the attacks of that Pokémon.

Path to the Peak has no effect at all on double colorless energy (the same goes for Double Turbo Energy).
*The stadium you are looking for to disable the double colorless energy is Temple of Sinnoh this stadium makes all Special Energy attached to Pokémon (both yours and your opponent’s) provide one Colorless Energy and have no other effect.

yes! you are right! I was wrong, I meant Temple of sinnoh, So Double Turbo Energy count as one with the effect of Temple of Sinnoh?, What happen with the reduction of 20 point on the attack
