SYLVEON EX - 1st ATTACK - MAGICAL CHARM - RULING

Hi, I'd like to ask for a proper ruling for Sylveon EX 1st Attack - Magical Charm

Which mentions :

During your opponent's next turn, attacks used by the Defending Pokémon do 100 less damage (before applying Weakness and Resistance).

What will happen if I use Sylveon EX to hit Opponent Pokemon with Magical Charm (Oppt Pokemon not KO) and the Opponent Pokemon that was hit with the Magical Charm (Oppt not switched or immune to Magical Charm) uses attacks that can damage benched pokemon(s), example :

• Hydreigon EX (Tera) - Obsidian which deals 130 damages each to 2 benched Pokemons
• Mega Starmie EX - Jetting Blow which deals 50 damages to 1 benched Pokemon
• Arboliva EX - Oil Salvo which deals 20 damages 6 times to any choice of Pokemon
• Fezandipiti EX - Cruel Arrow which deals 100 damages to one Pokemon
• Kyurem - Trifrost which deals 110 damages to up to 3 Pokemons
• Marnie's Grimmsnarl - Shadow Bullet which deals 50 damages to one benched Pokemon

Does Magical Charm attack reduction effect also reduces damage to the benched Pokémon or the reduction only applies for my Sylveon EX or my another defending pokemon on Oppt turn which Magical Charm takes effect on Oppt Defending Pokemon?

I currently have limited access to test it on PTCGL and I do need a written basis for gym, and tournament judge decision.

Update, tried it on PTCGL, Sylveon EX Magical Charm did reduce attack that damages benched pokemon.

When Sylveon EX hits N's Zoroark with Magical Charm, then by Opp next turn N's Zoroark used N's Darmanitan 2nd Attack (90 to Active, 90 to Bench) to target Hoothoot in Bench, discard energies, resulting in zero (0) damage.

Did it on local gym vs Mega Starmie Ex, but the judge said the reduction only applies for the Jetting Blow (120 damages) and the 50 damages to benched pokemon is acknowledged as effect damage hence it is not affected by Magical Charm damage reduction.

I'm kind of unsure.

The damage from the attack Jetting Blow isn´t an effect. . .damage is not an effect, in that case the damage reduction applies reducing the damage to 0 damage for benched pokemon

If the Mega Starmie ex attack sais someting like ¨damage counters¨ or ¨The damage from this attack isn´t affected for any effect¨ but its not.

There’s a funny interaction with Roaring Moon ex. If you Magical Charm into a Roaring Moon ex, then they use Frenzied Gouging, they’ll only take 100 self damage!

For a direct response, Magical Charm should reduce damage in any way damage is dealt. This includes benched Pokémon, your active and even any damage the defending Pokémon does to itself or your opponent’s own bench.
