Are damage counters damage for an attack?
I came into a weird situation today in a game where I used Team rockets Wabofetts attack to transfer damage counters from my benched pokemon to my opponents active mega Abomosnow ex. The abomosnow has the Heavy Baton pokemon tool that states “knocked out by damage from your opponents attack” transfer energy to the bench. Is the damage counters from Wobofetts attack the same as damage from the attack, or are the damage counters the effect of the attack. Essentially does the heavy baton activate?

no, the damage counters are being moved
the attack isn't doing any damage, it's moving the counters. If it was doing actual attack damage (a number)…then it would trigger heavy baton
any attack that simply places or moves counters can bypass certain abilities or effects
