Right now for those on DST, all it does is shift the starting time ahead one hour. So for those on Pacific timezone, 18:00 UTC was 10am back on March 7th. Now it's 11am until Europe and the rest of the world "Spring Forward" where it'll shift back to 10am again on March 29th. Those that remain on Standard time will have their time adjusted accordingly.

Yeah read what I said at the top of page 20. It'll change again in roughly a week when Europe springs ahead on the 29th. Only those on Standard time will adjust to an hour later at that time(since those that didn't Spring forward in the USA are still at the same time right now).
