Why did the writers refuse to let Ash’s Pignite fully evolve into Emboar?

Ash’s Pignite was similar to his Charizard and Infernape, because he, Infernape and Charizard are respectively abandoned by their bad guy former Pokémon Trainers Shamus, Paul and Damien for when they were unevolved Tepig, Chimchar and Charmander were later caught by their new second Trainer Ash Ketchum and have fully evolved, besides that Pignite is only one of Ash’s Pokémon that writers refused to let fully evolve into Emboar. Now I wonder why you think that the writers refused to let Ash’s Pignite fully evolve into Emboar?

    To appeal to children, Emboar is kinda not the cutest pokeman, that's probably why

    The anime had a weird rule where 2 characters can't share the same pokemon, that has been broken around Journeys.
