i just fought against a Palafin EX, he attacked one turn, then his next turn he switch him to the bench and then back to the active spot, and attacked again, (yes only one Palafin EX in play) does moving a pokemon to the bench and back to active spot negate the rule that the pokemon cant attack next turn ?

Yes, switching from the bench to the active spot resets the effects of attacks

Moving the active Pokemon to the bench like said above removes the attack effects from that Pokémon, and also removes all conditions (like poison, confusion, etc.).
