Their power may have been the origin of mega evolution, or a catalyst for it, but that doesn't mean they created it. Creation I think of more as a conscious act, so the creators of the great weapon would be the ones I'd say created mega evolution.

Xerneus and Yveltal will get mega evolutions for meta reasons more than in-universe ones, in my opinion. Same with Zygarde, if it does, and not Zygarde 200% forme or something.
