Did the opponent have anything else in play that could've increased your attack cost, like an Espathra ex? If not, then this is a bug.1 -

It is unfortunate Pokémon Conquest only got the one game. It would be great if they made a remake or a sequel. Especially if they refine the mechanics further.3
