Rest of the text say "by attack from opponent's Pokémon." which is the important part. Damage moved by Munkidori's Arena-Brain is done by that Ability not attack. As for Dragapult…1 -

Damage counters are considered an effect, not damage. They are blocked by things that prevent effects, like rabasca.1 -
