You do not need 15 energy in most decks. It's more like 4-12 normally. You only see more than that in acceleration-heavy decks.5 -

TBH, I think that Pokémon is gonna permanently change the Expanded format to Sun & Moon on, which is probably a better format anyway. I still have no idea why there is no ranked ladder or especia…5
